Just seems like a low quality camera capturing a plane going across the sky and the video slowed down.

Was said to be a web cam and the object was on a commercial flight path. The slowing down would have to be a purposeful move. Some have speculated drone.

The new buzz words, drone, orb, tic tac.

I say low quality footage and interesting flight angle that makes it look slow but actually going towards camera.

The angle would be a big affect.
