Ganymede Prime would be a starting point. The library at Ganymede Alternate is also good. Dock at the upper landing bay unless you enjoy Krishnas.

Perhaps the moons are artificial entities or a controlled mass at a strategic location to receive the right amount of starlight.

Some of the space buoys are relays. But natural sounds are of a different importance than communications and navigation.
