Stuff like this is going to keep happening as larger corporations start creating and controlling larger Strategic Assets like Mobile ISPs and similar services. Even US PMCs -have- to be registered in the US, and can only provide services to nations that are in 'good standing' with the US. US Weapons manufacturers cannot sell weapons legally to nations with which we have sanctions against.
If we go by that standard, if Elon Musk took actions that favored Russia (which is not in good standing with the US), and didn't even consult a US agency, then Elon -did- make military decisions that contradict larger U.S. strategic goals -directly-.
Not by mistake, or by omission. Elon directly went againts the US's larger interests in order to maintain his own personal, and corporate ties with Russia.
