DHS has ordered over 1B rounds of ammunition

DHS has placed 2 orders totaling over 1 billion round of ammunition.

What the heck. Looks like the tax payers are paying for their own take down.

They have.

Even the Geneva Convention disallows non jacketed bullets. We don't count as citizen as war combatants.
